Since purchasing the Kawasaki floorboards and the heel/toe shifter setup, I have always had a problem with the heel/toe shifter coming loose, even though the bolt holding it in place is as tight as possible. So, after taking the bike on its first shake down ride of the year, I only got about 7 miles and had the same problem. So the wife was headed to the grocery and there is a hardware store about two stores away, so I went with.
I bought two set screws, because I wasn't sure what I really wanted to do. I bought a 10-24 x 3/8 and a 1/4-20 x 3/8 set screw for my project. Since on the shifter shaft there is a groove that is supposed to be used by the bolt holding the shifter in place, so it can't slip off, the heel/toe shifter (at least mine) doesn't go into that groove. So, I drilled and tapped a hole near the weld on the toe shifter for the 10-24 x 3/8 set screw and then reattached everything and then added the set screw and had it go into that groove. After the same route as earlier the shifter was exactly where I assembled it.
The only cost was the $0.35 set screw and took about an hour including the time at the store.

I've been having the same problem for some time. This morning I made the same mod you did and it appears to be holding great. I also used a 3/8" set screw but it seems to stick out a little bit more than I think it should. I may replace it with a1/4". I did use anti seize stuff because I was concerned about rust in case I have to remove for some reason later.

My set screw is actually sitting just below level, so unless you are looking for it, you don't see it. I will try and remember to take a picture and post it up here at some point.

Is y'all's shaft that the Heel/Toe shifter is on flush with the outside edge of the Heel/Toe shifter? The screw is supposed to go through the groove and the Heel/Toe shifter should not be able to come off even if that screw is not real tight. Tightening it does help with wobble though.
I had to put my hand behind the shaft to make sure it didn't slide back while putting the Heel/Toe shifter back on.

The screw doesn't pass through, because it is not deep enough in the machining process. I can slide it on and off fully with bolt already in the shifter, and yes, this is while holding the shaft on the back side. That is why I added the set screw, so it would actually go into the groove of the shaft that the bolt is supposed to (BUT DOES NOT) catch itself in, for safety purposes.
