Is there a listing anywhere of what is needed to actually do this? Is there a person out there in internet land that might offer said screws as a package?
I'm kind of curious about this as I just pulled most of the plastic off the front of my XVII and would love to replace with Hex Screws. I'm also finding out that the XVII was not made to be worked on or tinkered with unless you have lots of spare time!

Okie...If you think the Voyager XII is bad, you ought to try working on a Voyager 1300!! The 12 is a piece of cake compared to the 'Beast'!
I've seen Allen head screw assortments on EBay, check there and good luck!!
(usually they're just for the engine cases,though.)

Mine has been apart for a week now and no real hope of getting it back together before the weekend. Started out as a project to remove the radio and replace it, and change the oil. It's gotten far more complicated than I like!

I've been looking for the same thing (even posted a similar question) since being adopted by my Voyager last fall. There is a company that does exactly this for the Concours (about $50 for all of them, I think...) that I used to have and switching out all the fairing screws to stainless hex heads really simplified the process of dis- and assembly. When I find especially damaged ones ont he bike, I've been ordering replacement original screws from one of the several OEM parts companies, but those are expensive and really don't add functionality. Let me know what you come across.
I suppose that one could start a list of fastners and then start looking for replacements. I just haven't had the time to do that yet. Would be a great winter project for one of you northerners out there? :-)

The kit I purchased from Ebay only contained allen's to replace the engine side covers.....
