OK, but it will be later this week or next as I will have to remove it from the bike. It's a simple two-screw bar clamp for 1" bars with one screw attaching the mount to the cup so you can swivel the cup to any angle. Very simple design.

If you can get over the original purpose of this unit it clamps on to the Voyager bar end it is The Valco baby universal cup holder it even has a V on it and its $15.

That looks to me like the original purpose is to hold cups/bottles. So that is a perfect solution for the question asked. Yet another option available at an affordable price!
